An amendment comprised of several amendments en bloc to specify that the definition of foreign aid in the narcotics title does not include commodity agricultural export programs; to extend coverage of the bill's fair pricing provisions on military sales to cover non-recurring research and development costs; to revise procurement standards provisions as suggested by the Committee on Government Operations; to specify that all earmarks in the bill only refer to FY 1990 and FY 1991 funds; to eliminate the transfer of $5 million from the private sector revolving fund to the Trade and Development program and increase the overall earmark for TDP from $5 million to $30 million; provide that only Peru, Bolivia, and Columbia may receive a waiver of current law requiring a suspension of aid to countries which fall behind on debt repayments under certain conditions; eliminate the bill's provision specifying how the bill's earmarks for specific countries would be affected by Gramm-Rudman sequestration; retain the $20 million earmark for the Anglo-Irish International Fund, but remove the specification that the funds come from the Economic Support Fund; and, to delete the bill's provision permitting the re-obligation of funds that have been de-obligated.
