Amendment calls on the President to seek cost-sharing agreements with all nations with whom we have bilateral or multilateral defense pacts. It establishes an Allies Mutual Defense Payments Account to track how much our allies are actually contributing in cash or in kind to offset U.S. defense costs. It also requires classified and unclassified reports to Congress by the President on the success of his efforts to achieve cost-sharing agreements and contributions.
