An amendment to the Aspin amendment providing that the provisions of the Aspin amendment shall not apply after 9/30/85, or if the President submits a report to Congress setting forth findings that a) the Soviets have deployed a sea launch cruise missile comparable to the Tomahawk missile that had not been deployed 1/1/83, and b) it is technically impossible for the U.S. to verify effectively any limit on the numbers of such missiles deployed or how they are armed.
