HAMDT 807 (101st)

An en bloc amendment consisting of several amendments to: 1. Require that the naturalization application fees paid by immigrants be paid at the time of filing a court petition for citizenship, rather than at the time the application process begins; 2. Require that not less than 1% of the fees collected by INS from immigration examinations be spent to promote U.S. citizenship and to encourage aliens who are legal residents to become U.S. citizens; and 3. Require the INS to report annually to Congress on the number of immigrants who have applied for naturalization and been denied by the INS, rather than through judicial review.
