An amendment in the nature of a substitute to establish specific authorization levels for many programs that in the aggregate are 41 percent lower than the CBO baseline; to eliminate certain programs including "Nehemiah" Housing Opportunities Grants and Homeless Support Service Demonstration; to extend the Federal Flood Insurance program; and to phaseout the Crime Insurance program.
