An amendment to phase out price supports for butter, powdered milk, and cheese over five years; consolidate federal milk marketing orders to 10-14 orders by the year 2001; allow the State of California to maintain its own fluid milk standards; and repeal the federal milk standards that would mandate adding milk solids to fluid milk.
