HAMDT 989 (97th)

An amendment to require the Secretary, within six months of enactment of the bill, to determine 1) the extent to which foreign auto manufacturers have decided, as a result of this bill, to construct plants in the U.S., and 2) the extent to which ratios in the bill may have made it economically impossible for foreign auto manufacturers to establish or retain plants in the U.S. If the Secretary determines that changes in the ratios would prevent plant closings or increase investment in existing or new plants in the U.S. by foreign manufacturers, he is to report the changes necessary to Congress which shall become effective within 30 days of their being reported.
