An amendment, offered as a perfecting amendment to the Committee amendment in the nature of a substitute, to exempt new land acquisitions of less than 500 from the provisions of the bill that require Congressional authorization before funds are used from the Land and Water Conservation Fund to acquire land for the creation of a new refuge or any future expansion of a new refuge.
