Providing that the programs and services of the Federal Deposit Insurance Corporation, the Small Business Administration, the Economic Development Administration, and the Department of Commerce relating to tourism and marine resource development shall be made available to the Federated States of Micronesia and the Republic of the Marshall Islands, and, upon the approval of a Compact for the Republic of Palau, the Republic of Palau.
