SAMDT 1190 (101st)
Providing that none of the funds appropriated for assistance by this Act may be provided to any foreign government, foreign person, or United States person pursuant to an agreement under which, as an express condition for receipt of such assistance, the recipient is required to carry out a military or foreign policy activity which is expressly prohibited by a provision of United States law.
