To reduce Function 920 to reflect a freeze of Federal overhead spending in FY96, and then an adjustment of inflation in FY 1997, FY 1998, and FY 1999, and assumes that all Federal agencies to improve the collection of delinquent debts, with one third of the savings for deficit reduction and two thirds for the Federal share of education funding for individuals with disabilities.
