To clarify provisions relating to expenditures by the Occupational Safety and Health Administration by authorizing 50 percent of the amount appropriated that is in excess of the amount appropriated for such purposes for fiscal year 1999 to be used for compliance assistance and 50 percent of such amount for enforcement and other purposes.
