To reduce greenhouse gas emissions, address global climate change concerns, protect global environment, and promote domestic energy security; to provide increased funding for voluntary programs that will reduce greenhouse gas emissions in the near term; to provide increased funding for a range of energy resources and energy efficiency programs; to provide increased funding to ensure adequate U.S. participation in negotiations that are conducted pursuant to the Senate-ratified United Nations Framework Convention on Climate Change; to provide increased funding to encourage developing nations to reduce greenhouse gas emissions; and, to provide increased funding for programs to assist U.S. businesses exporting clean energy technologies to developing nations.
