SAMDT 2720 (100th)
To provide that bonus payments by an agency during any fiscal year may not exceed 1 percent of the agency's payroll, unless the Office of Personnel Management authorizes a higher limit for the agency due to unusually difficult recruitment or retention problems, and calling for a report from OPM on this subject.
