SAMDT 2734 (98th)
To provide that the Secretary of Commerce shall grant a distribution license primarily on the basis of the reliability of the applicant and foreign consignees with respect to the prevention of diversion of goods to proscribed destinations, and in doing so shall have the responsibility of determining the reliability of applicants and their immediate consigness.
