Providing that the Forest Service is to continue to complete as expeditiously as possible development of land and resource management plans to meet the requirements of the National Forest Management Act of 1976 (NFMA), that the Forest Service may continue the management of units of National Forest System under existing land and resource management plans and for other purposes.
