Expressing the sense of the Congress that member nations of NATO meet or exceed their pledges for an increase in defense spending during FY 1984 and 1985 of at least 3 percent real growth and insist that Japan increase its defense spending during the same period to increase unity, equitable sharing of the common defense burden and international stability.
