To hold nondefense discretionary spending for fiscal years 1998 through 2002 to the levels proposed by President Clinton in his fiscal year 1997 budget request for these same years, saving $76 billion, and using these savings to increase the net tax cut from $85 billion to $161 billion, allowing full funding of the $500 per child tax credit and full funding of the capital gains tax cut.
