To provide that the Secretary may acquire not to exceed 10 acres outside the boundaries of the national river for an administrative headquarters site, and that funds shall be available for the acquisition thereof; and authorizing the Women in Military Service for America Memorial Foundation to establish a memorial on Federal land in the District of Columbia.
