SAMDT 3694 (100th)
To provide that such sums as may be necessary of United States-owned excess foreign currencies may be made available for the support of any institution providing education for United States nationals in the country where such currencies are held, provided that nothing in this provision shall provide any assistance in any communist bloc country.
