SAMDT 3716 (100th)
To declare that Congress finds that the waters within the wilderness area designated by the Act are headwaters, and the designation of such areas as wilderness shall have no effect on downstream appropriation of waters, and nothing in the Act shall be construed to affect valid existing water rights, as provided under Montana State law.
