To add $1,000,000 for the Army for procurement of M821A1 High Explosives (HE) insensitive munition for the 81-millimeter mortar, and to offset the increase by reducing the amount provided for the Army for aircraft procurement for CH-47 cargo helicopter modifications, for the procurement of commercial, off-the-shelf, crashworthy seats by $1,000,000.
