To make available $6,600,000 for construction of a consolidated education center in Kentucky; $10,800,000 for construction, phase III, at the Western Kentucky Training Site, Kentucky; $10,000,000 for construction of phase I of hte National Range Control Center at White Sands Missile Range, New Mexico; and $8,900,000 for construction of the Undersea Weapons Systems Laboratory at the Naval Undersea Warfare Center, Newport, Rhode Island; and to provide offsets for such amounts.
