To amend title XXIX, relating to renewal of public land withdrawals for certain military ranges, to include a place holder to allow the Secretary of Defense and the Secretary of the Interior the opportunity to complete a comprehensive legislative withdrawal proprosal, and to provide an opportunity for public comment and review.
