Nullifying SP 43, as modified, and an export enhancement program relative to cereal prices, if the Secretary of Agriculture determines that the expenditures mandated therein will reduce by at least 50,000 the estimated average participation in, or significantly reduce the benefits received under, the Special Supplemental Food Program for Women Infants and Children (WIC).
