SAMDT 689 (99th)
To provide that none of the funds made available in this or any other Act may be used to fund more than 950 positions in the Headquarters staff of the U.S. Customs Service in the fiscal year ending September 30, 1986 and the Customs Service shall begin planning to reduce Headquarters staff to no more than 900 positions by September 30, 1987.
