Relating to the allotment of assistance to certain States, to provide grants to assist entities in placing applicants who are individuals with a disability, to prohibit the use of program assistance for political activities, to require a report on the effects of the programs on recruiment for the Armed Forces, and to include the Secretary of Veterans Affairs as an Ex Officio Member of the Board of Directors.
