To prohibit the use of funds by the Secretary of Labor to withdraw approval of the California State occupational safety and health plan, or to exercise exclusive Federal safety and health authority in the State of California, under the Occupational Safety and Health Act of 1970 until final judgments have been rendered in certain court cases and appeals thereto completed.
