Providing that no funds made available pursuant to the Act may be used to accomplish or implement a proposed reorganization of the Bureau of Alcohol, Tobacco and Firearms before March 31, 1982; and that such reorganization plan may be implemented after March 31, 1982, unless disapproved by the House and Senate Committees on Appropriations.
