To express the sense of the Congress that members of the National Guard of the United States and the Reserve Forces of the Armed Forces of the United States deserve public recognition for their vital contribution to our national defense and that members of these forces need the support and cooperation of their civilian employers in order to train and remain ready to respond to national emergencies.
