Constitutional Amendment - Provides in an election for President and Vice President: (1) for each State to appoint two Electors to vote for the candidates for President and Vice President who received the greatest number of popular votes cast in the State for such election; and (2) for each congressional district established in the State, one Elector to vote for the candidates for President and Vice President who received the greatest number of popular votes in that district.
