Summary

Provides that all powers and authority presently exercised by the Government of the United States over the territory of Puerto Rico are hereby relinquished and transferred unconditionally to the people of Puerto Rico. Urges the people of Puerto Rico to convene a constitutent assembly with proportional representation for all the people of Puerto Rico.
