Summary
Requests the Advisory Commission on Intergovernmental Relations to prepare a proposal for a major study of the proper role of the Federal Government in relation to the States and their political subdivisions, with respect to domestic programs in which these levels now share responsibilities. Directs the Commission to clarify the objectives of the proposed study and make recommendations as to its appropriate subjects, duration, and cost. Directs the Commission to transmit the proposal to the President of the Senate and to the Speaker of the House of Representatives within 90 days following the enactment of this joint resolution.
