Summary
Authorizes the Secretary of Interior: (1) to forbid prospecting, exploration, development, or removal of coal deposits by surface mining methods and on all public and acquired lands of the United States and on Indian lands; (2) to suspend pending applications for coal permits and leases unless the applicant agrees not to explore for or remove the coal deposits by surface mining operations; (3) to suspend all coal permits and leases on such lands which are in effect on the effective date of this resolution and which authorize exploration or removal of the coal deposits by surface mining operations; and (4) to prohibit underground coal mining in public acquired lands in the national forests.
