Summary

Constitutional Amendment - Defines "person" to include the unborn for the purpose of the right to life guarantee. Prohibits the performance of any abortion except under a law which: (1) authorizes an abortion only when there is a reasonable medical certainty that the mother's death would otherwise result; and (2) requires that every reasonable effort be made to preserve the life of any person who is the subject of the abortion.
