Summary
Directs the Secretary of Agriculture to determine and announce the estimated agricultural financial losses of any proposed agricultural embargo before such embargo may be declared. Authorizes the payment of compensation from the Treasury or the Commodity Credit Corporation for any such losses. States that any such expenditures shall not be considered part of the agricultural price support program but rather related to international or defense functions.
