A joint resolution proposing an amendment to the Constitution of the United States which, except in times of war or national emergency, prohibits the Congress from making appropriations for a fiscal year in excess of the amount of estimated revenue during that year and requires that the amount of the debt of the United States not exceed the amount of that debt on the date of the adoption of the amendment.
