Summary

Constitutional Amendment - Directs that the President and Vice President shall be elected by a majority of all electoral votes. Allows each state one electoral vote for each Member of the House of Representatives and the Senate. States that the District of Columbia shall have a number of electoral votes equal to the number of Members it would be entitled to if it were a State. Directs that these votes shall be allocated by State to the candidates who received the most popular votes in each State. Establishes a national pool of electoral votes which shall be equivalent to the number of Senators, including two for the District of Columbia and such votes shall be allocated to the candidates who win the most popular votes across the Nation for each office. Stipulates that if no candidate receives a majority of electoral votes, there shall be a second election between the two top candidates in the national popular vote.
