Summary

Special Trade Management Act of 1985 - Requires the President to monitor U.S. import and export statistics and to proclaim a temporary import surcharge on certain manufactured articles of a nation if the President finds that: (1) the U.S. balance of trade deficit with that nation will exceed $15,000,000,000; (2) U.S. imports of manufactured articles will exceed by 50 percent the U.S. exports of such articles to that nation; and (3) that nation maintains certain nontariff barriers against any U.S. article. Requires such surcharge to be of uniform application except that the President has the authority to exempt certain articles because of the needs of the U.S. economy.
