Special Trade Management Act of 1989

Summary

Special Trade Management Act of 1989 - Directs the President to monitor U.S. import and export statistics to determine, with respect to any foreign country, whether: (1) such country has a specified trade deficit with the United States; (2) U.S. imports from such country exceed 50 percent or more of U.S. exports to such country; and (3) such country maintains a quota or other nontariff barrier (except a barrier imposed for public safety reasons) against any U.S. article. Requires the President to impose an import surcharge, not to exceed 20 percent ad valorem, on such country's articles.
