Summary
States that: (1) the creation and continuation of undemocratic governments in the Western Hemisphere with the assistance of outside foreign powers is a security threat; (2) it is considered by the United States to be an act of war for any such governments to seek, obtain, or utilize any military assistance from such foreign powers; and (3) it is U.S. policy to assist the peoples of the Western Hemisphere to prevent foreign powers from limiting their freedoms or diminishing their security, provided that no U.S. troops may be used in such assistance without enactment of specific law and that the United States does not seek colonization itself.
