Expresses the sense of the Congress that the United States should: (1) assume a leadership role in urging other industrialized nations to reaffirm their commitment to completing, by 1992, an agreement to stem the destruction of forests worldwide and announce its intention to commit to meaningful reductions in greenhouse gases; (2) propose an agreement to curb deforestation, protect primary forests and biodiversity, and stimulate positive forest policies; (3) emphasize public participation in forest conservation strategies; (4) support innovative financial mechanisms to support the efforts of developing countries to implement programs to protect forests and promote agroforestry; and (5) initiate a national plan to curb deforestation of primary forests and forests with significant biodiversity.
