Summary
Directs the President to pursue policies to implement proposals set forth by the National Academy of Sciences, including: (1) reducing the number of nuclear warheads in the United States and the former Soviet Union to specified levels; (2) removing all tactical nuclear forces based in Europe; (3) developing and implementing procedures to destroy nuclear warheads associated with reduced strategic systems; (4) improving the survivability and reliability of the nuclear warning, communication, command, and control system; and (5) giving high priority to efforts to prevent further proliferation of nuclear weapons by improving and augmenting the international safeguards regime and implementing stricter and more comprehensive controls on the export of sensitive nuclear items.
