Summary
Constitutional Amendment - States that the rights of citizens of the United States to participate or refrain from participation in prayer or religious instruction in any public school or other public facility shall not be denied or abridged by the United States or by any State. Gives Congress the power to enforce this article. Specifies that Congress shall make no law respecting an establishment of religion, or an interference with the free exercise thereof.
