Provides for the appointment of a maximum of 24 Members of Congress to meet with Members of the Parliament of India to discuss common problems in the interests of relations between the United States and India. Authorizes appropriations beginning in fiscal year 1983 to help meet the expenses of the U.S. group. Requires the U.S. group to report to Congress each fiscal year in which funds are appropriated for the group.
