Summary

Constitutional Amendment - Provides that executive action under legislation delegating such authority may be subject to the approval of one or both Houses of Congress, without presentment to the President, if the legislation so provides. Permits the President to disapprove any item of appropriation in any Act or joint resolution, except an item of appropriation for the legislative branch or the judicial branch. Requires the President to return with his objections any item of appropriation disapproved to the House in which the bill originated. Subjects such bills to the same proceedings as other bills disapproved by the President.
