Summary

Establishes a United States Court of Ethics to hear complaints of unethical conduct by any Federal officer or employee. States that such complaints shall be based on standards established by law or resolution, including those standards set forth in specified provisions. Directs the court to forward decisions in which it finds that an officer or employee acted unethically to the appropriate agency, court, or house of Congress. Authorizes the taking of disciplinary action upon receipt of such a decision. Vests jurisdiction to review the decisions of the court in the United States Courts of Appeal.
