Summary
Directs the Secretary of State to keep the appropriate committees of Congress fully and currently informed of the ongoing status of any negotiations with any foreign government, regarding the cancellation, renegotiation, rescheduling, or settlement of any debt owed to the United States Government by such foreign governments under any program. Requires the Secretary of State to transmit to the Speaker of the House of Representatives and the chairman of the appropriate Senate committee the text of any international agreement proposing a modification in the terms of such debt no less than 30 days prior to its entry into force, together with a detailed explanation of the interest of the United States Government in converting such agreement.
