Summary
Rejects as unsatisfactory the certification submitted by the President to the Congress concerning the conduct of the Government of El Salvador and the propriety of providing military assistance to that government. Directs the President to immediately suspend such assistance. Requires the suspension to remain in effect during FY 1982 and 1983. Prohibits the President from making another such certification until Congress enacts a joint resolution declaring that El Salvador has met specified conditions.
