Fair Funding for Education Resolution - Expresses the sense of the Congress that: (1) the Federal share of education funding should be increased to one-third of the Nation's total cost, with the balance to be provided by State and local governments; and (2) $100 billion should be authorized by 1998 for general financial aid to public elementary and secondary schools for operating expenses and/or capital improvements.
